TEKNOWARTA PASAR REBO – East Jakarta Mayor Munjirin has issued a stern warning against the recurrence of fabricated public complaint handling, referencing a case in Kalisari, Pasar Rebo. This incident involved the use of artificial intelligence (AI) generated photos to falsely demonstrate resolution.

The controversy arose when PPSU (Public Infrastructure and Facilities Handling) officers in Kalisari responded to a public complaint on the Jakarta Kini (JAKI) application with AI-generated images, creating the illusion that the issue had been addressed and rectified.

To proactively prevent such deceptive practices, Munjirin convened and provided guidance to all sub-district heads (camat) and heads of departments within the East Jakarta City Government. “Yesterday (April 6th), we conducted a briefing and meeting with all camat and relevant departmental heads, specifically focusing on the handling of community complaints,” Munjirin stated on Tuesday (April 7th, 2026).

During the meeting, all officials were instructed to handle citizen complaints strictly according to standard operating procedures (SOPs), ensuring transparency and full accountability. A particular emphasis was placed on the critical step of verification before marking any complaint as resolved, aiming to prevent similar cases of fabricated photo evidence.

Regarding the specific complaint of illegal parking in Kalisari, the East Jakarta City Government has directed the Transportation Agency (Sudin Perhubungan) to manage the situation in line with their primary duties and functions (Tupoksi). “Because that is indeed their primary duty. However, through our sub-districts and urban villages, the city government is also urging that roads not be used as parking spaces,” Munjirin added.

Munjirin confirmed that the case involving the fabricated AI photo of illegal parking complaint handling in Kalisari is now under investigation by the DKI Jakarta Inspectorate. Consequently, Siti Nurhasanah, the Kalisari Village Head (Lurah), has been temporarily deactivated from her position.

This deactivation is provisional, pending the completion of the investigation by the DKI Jakarta Inspectorate. An acting village head has been appointed to oversee Kalisari during this period.

“Sanctions for the PPSU officers will come from the village head. We will await the results of the Inspectorate’s investigation and then follow up accordingly,” Munjirin explained.

Kalisari Village Head Deactivated

Siti Nurhasanah, the Kalisari Village Head, has been temporarily deactivated from her post following the scandal where PPSU officers allegedly fabricated a response to an illegal parking complaint using AI-generated photos on the JAKI application.

Pasar Rebo Sub-district Head Mujiono confirmed that this deactivation was based on a recommendation from the DKI Jakarta Inspectorate, which is currently conducting a thorough examination of the case. “The Inspectorate recommended the temporary deactivation of the Village Head. The acting Lurah is currently from the New Village Head, who is temporarily holding both positions,” Mujiono stated in East Jakarta on Tuesday (April 7th, 2026).

The suspension of duty is temporary and will remain in effect until the DKI Jakarta Inspectorate concludes its investigation into the follow-up of citizen complaints using AI photos. Should the investigation prove that Kalisari Village Head Siti Nurhasanah is not culpable, there is a possibility that she could be reinstated to her position.

“So it is temporary. If she is not proven to have committed a violation, she could potentially return. Meanwhile, the PPSU’s fate depends on the Village Head’s decision,” Mujiono clarified.

Mujiono further elaborated that disciplinary actions against the PPSU officers who fabricated the illegal parking complaint photos are awaiting the Village Head’s decision, as the management of PPSU personnel falls under the Village Head’s jurisdiction. As an interim measure, the PPSU officers from Kalisari Urban Village have already received a First Warning Letter (SP1) and have been required to submit a statement pledging not to repeat the misconduct. “Ultimately, the decision rests with the Village Head,” he concluded.
