Teknowarta – BALIKPAPAN — East Kalimantan’s Governor’s Expert Team for Development Acceleration (TAGUPP) has officially commenced its crucial mission: to significantly boost Regional Original Revenue (PAD) and mitigate the region’s reliance on central government transfer funds. This strategic move comes at a pivotal time, amidst increasingly limited regional fiscal autonomy.

“Our duty is to provide objective, scientific, and professional input for the benefit of both the region and the people of East Kalimantan,” Irianto stated in a written declaration on Thursday, February 26, 2026. He further added that the East Kalimantan Governor has issued directives that are fully aligned with the decree establishing the team.

According to Irianto, TAGUPP comprises an advisory board featuring esteemed national and regional figures such as Rosmadi, Bambang Wijayanto, and Putra. Additionally, it includes a management board organized into four key sectors: economy, human resources, environment and infrastructure, and info-communications. This diverse composition ensures a comprehensive approach to regional development challenges.

A fundamental challenge highlighted by Irianto is the ongoing shift of authority towards the central government, particularly concerning the critical mining and forestry sectors. This centralization, he noted, necessitates innovative solutions within the existing regulatory framework. “We are actively seeking innovative avenues related to regional taxes and levies, alongside optimizing regional assets,” he affirmed, emphasizing a proactive stance.

The team will also delve deeper into exploring the potential utilization of aquatic territories, river channels, and coastal areas, permits for which currently fall under relevant central ministries. The optimistic aspiration is to identify and capitalize on these opportunities, adhering strictly to established procedures, to substantially augment the region’s PAD.

Irianto, who previously served as Governor of North Kalimantan, underscored that the formation of expert teams is not a novel concept. During his tenure leading North Kalimantan, he established a similar, albeit smaller, team consisting of approximately 11 academics, legal practitioners, and regional figures. “However, the context of East Kalimantan is distinctly different, both in terms of population size and fiscal capacity, necessitating a broader scope,” he elaborated.

It is important to note that TAGUPP’s functions extend beyond purely economic aspects. The team also plays a crucial role in offering insights to ensure that regional policies and budget implementations do not inadvertently lead to legal complications in the future. The inclusion of seasoned legal experts and experienced practitioners within the team is specifically designed to safeguard that policies aimed at public welfare do not, instead, give rise to unforeseen legal issues.

Drawing from his extensive experience, Irianto firmly believes that successful leadership hinges on three primary factors: innovation and creativity, robust networking, and mastery of technology. “The wealth of natural resources alone contributes only a minor fraction if not bolstered by these three essential factors,” he posited. TAGUPP, therefore, is poised to assist the Governor in strengthening these crucial networks, including attracting vital National Budget (APBN) support for accelerated regional development.

“The media serves as a vital partner. Constructive criticism is entirely legitimate, as long as it does not devolve into defamation,” he concluded, emphasizing the importance of a transparent and collaborative relationship with the press.

Summary

The East Kalimantan Governor’s Expert Team for Development Acceleration (TAGUPP) was officially formed on February 23 to significantly boost Regional Original Revenue (PAD) and lessen dependence on central government funds. Chaired by Irianto Lambrie, the team will collaborate with local government bodies and administrations across East Kalimantan, aiming to provide objective and professional input for the region’s benefit. TAGUPP includes an advisory board and a management board divided into four key sectors: economy, human resources, environment and infrastructure, and info-communications.

A primary challenge for TAGUPP is the centralization of authority, especially in mining and forestry. To address this, the team will seek innovative solutions for regional taxes and levies, optimize regional assets, and explore the potential of aquatic territories to augment PAD. Beyond economic goals, TAGUPP also ensures regional policies and budget implementations avoid future legal complications, emphasizing innovation, networking, and technology for successful regional development.
