Jakarta, Indonesia – Jakarta Governor Pramono Anung has initiated a comprehensive probe, tasking the city’s Inspectorate to uncover the individuals responsible for editing and subsequently uploading an artificial intelligence (AI)-generated photo to the JAKI application. This manipulated image, which rapidly went viral on the social media platform Threads, misleadingly suggested that citizen complaints regarding illegal parking in the Kalisari area of Pasar Rebo, East Jakarta, had been resolved on Saturday (April 4).

Pramono emphasized that the Inspectorate is currently delving deep into the matter, interviewing various relevant parties. These include the Kalisari village head, Public Infrastructure and Facilities Handling (PPSU) officers, and local sub-district administrative units (Sudin), all of whom are under scrutiny.

“The Inspectorate is conducting a comprehensive inquiry involving the Kalisari village head, the PPSU, and the Sudin. Everyone involved will eventually be identified,” Pramono stated from DKI Jakarta City Hall on Tuesday (April 7), underscoring the determination to get to the bottom of the issue.

He stressed that the investigation’s primary objective is to pinpoint those accountable for both the manipulation and the subsequent distribution of this misleading digital content, ensuring that responsibility is correctly assigned.

“My directive is for a thorough examination to ascertain who created the AI image and subsequently who uploaded it,” he affirmed, highlighting the specific focus of the Inspectorate’s efforts.

Pramono also clarified that it would be inappropriate to solely place the blame for this incident on Public Infrastructure and Facilities Handling (PPSU) officers. He acknowledged their role but pointed towards a deeper manipulation.

“Assigning full responsibility to the PPSU is not feasible. PPSU personnel are certainly not the individuals who created or manipulated the AI content,” Pramono asserted definitively, redirecting the investigative focus to the source of the manipulation.

Nevertheless, Pramono assured that all parties would be questioned, including the entire hierarchy within the village administration, to ensure a complete understanding of the chain of events.

“Even though the village head has issued an apology, I maintain my request for the Inspectorate to conduct a thorough investigation into this incident,” he continued, signaling that apologies alone would not suffice without full accountability.

Kalisari Village Head Under Scrutiny by Inspectorate

Earlier, on Monday (April 6), Nurhasanah, the Village Head of Kalisari, Pasar Rebo, East Jakarta, informed kumparan that she had undergone several hours of intense examination by the Inspectorate regarding the viral photo.

“I apologize, but I have already completed my official investigation report (BAP) with the Inspectorate. Therefore, I am unable to provide further statements at this time,” she explained, indicating the sensitivity and ongoing nature of the inquiry.

She specified that the examination, conducted by the DKI Jakarta Provincial Inspectorate, took place at the East Jakarta Mayor’s office on the same day, lasting from 10:00 AM until approximately 2:30 PM WIB, indicating the thoroughness of the process.

Addressing potential sanctions, Nurhasanah confirmed that she had issued a warning to the PPSU officers involved, though she did not elaborate on the specific nature of this warning.

“Essentially, I have given them a warning; a warning letter has been issued,” she stated, confirming immediate action at the local level.

However, she underscored that the investigative process is still active, and any subsequent sanctions will be determined by the Inspectorate, indicating that further repercussions may follow.

“This matter has been addressed and followed up by the regional government, specifically the DKI Jakarta Province, but it remains an ongoing process,” she remarked, emphasizing the provincial government’s involvement and the evolving nature of the situation.

Earlier, Nurhasanah had also extended a heartfelt apology for the disruption caused within her village. In a written statement, she conveyed: “We sincerely apologize for this incident. This serves as a crucial lesson for us to ensure such an occurrence is not repeated in the future. The officer in question has received a first warning letter (SP1) and has committed in writing not to repeat the action.”

Nurhasanah elaborated that the PPSU officer had been responding to a community report regarding illegal parking submitted through the JAKI application. However, instead of an actual resolution, the officer uploaded a manipulated photo, falsely depicting the location as having been cleared and free of illegal parking.

“This deceitful act subsequently went viral across social media platforms,” she stated. “I have since instructed that in the event of any problems or obstacles encountered in the field, they must be reported immediately so that appropriate solutions can be sought, preventing such misrepresentation in the future.”
