The acquisition involves two separate units, each allocated to a key official. The first, costing Rp 151 million, is designated for the official residence of Sumsel DPRD Chairman Andie Dinialdie. The second, priced at Rp 335.9 million, is intended for the official residence of Vice Chairman III of Sumsel DPRD, Ilyas Panji Alam, highlighting the considerable investment in these facilities.

Adding another dimension to the discussion, Andie Dinialdie concurrently serves as the Chairman of the All-Indonesia Billiards Sports Association (POBSI) Sumsel for the 2024-2028 term, having been inaugurated on December 24, 2024. This leadership role in the sport naturally brings his justification for the procurement under specific scrutiny.

According to Andie, the billiard tables are envisioned as an alternative training facility for Sumsel’s billiard athletes. He elaborated, stating that “in addition to existing training venues, athletes can also utilize these facilities,” suggesting a dual purpose for the new amenities.

However, recognizing the prevalent public concern surrounding the use of the regional budget, Andie Dinialdie assured that the procurement plan would undergo a thorough evaluation. This assessment will strictly adhere to principles of efficiency and the prioritization of essential needs. He further clarified, “If deemed not urgent or not providing significant benefits, the procurement can be reviewed or even cancelled,” signaling a commitment to accountability and responsiveness to public sentiment.

Governor’s Response

Addressing the contentious procurement plan, South Sumatra Governor Herman Deru emphasized that the DPRD is a legislative body vested with a crucial budgeting function. He affirmed his administration’s respect for this inherent authority. “So we respect the function given by the state to the DPRD,” the Governor told journalists at the Yatim Fest event in Palembang on Monday (9/3).

Governor Deru further elaborated that the DPRD possesses the prerogative to both propose and assess various budget proposals submitted by Regional Apparatus Organizations (OPD) and other entities. He stated, “They can propose and assess proposals from other OPDs and other elements, including assessing and budgeting for the organization’s own interests,” underscoring the council’s broad financial oversight.

The Governor concluded by noting that numerous matters, ranging from regional development initiatives to the internal administrative affairs of the institution, are currently under active discussion within the DPRD. This ongoing deliberation highlights the dynamic nature of their responsibilities beyond the immediate controversy.
