Acting Head of the Surabaya Transportation Agency, Trio Wahyu Bowo, stated that the policy is central to the city’s digitalization roadmap. While the system is already active, the agency is continuously ramping up socialization efforts, engaging with parking attendants, local community associations, and the general public to ensure a smooth transition.

“We have been conducting simultaneous outreach to all Surabaya residents, including parking area managers, community leaders, and local representatives. We are pleased to see that they are very supportive of this move,” Trio said on Wednesday (May 6).

To ensure the program’s success, the agency is collaborating with various stakeholders, including banks under the Association of State-Owned Banks (Himbara) and private sector partners. These efforts are designed to help shift public habits from traditional cash transactions to a more modern, cashless payment culture.

According to Trio, the public response has been highly encouraging, evidenced by a steady increase in demand for parking vouchers. Currently, these vouchers are available for purchase at the Surabaya Transportation Agency office and at valet parking service points along Jalan Tunjungan. Looking ahead, the agency plans to expand distribution to all 31 districts in the city and set up booths at major public events. Discussions regarding potential sales through modern retail stores are also ongoing, with a focus on resolving tax-related aspects.

Despite the change in payment method, the pricing remains consistent: IDR 5,000 for four-wheeled vehicles and IDR 2,000 for two-wheeled vehicles.

Regarding the usage mechanism, the process is simple: drivers are required to tear the voucher into two parts before leaving the parking area. One piece is handed to the parking attendant as proof of payment, while the other is retained by the user. The agency has issued a clear mandate that all authorized parking attendants must accept these vouchers. To ensure compliance, officials have warned that strict sanctions will be imposed on any attendants who refuse to accept them.

It is important to note that this voucher system applies specifically to parking facilities managed by the Surabaya City Government, such as public on-street parking and city-owned lots. It does not apply to private parking areas found at commercial venues like cafes or restaurants.
