The Indonesian Ministry of Home Affairs, through the Directorate General of Population and Civil Registration (Dukcapil), has issued a formal clarification to address widespread public confusion regarding the use of electronic ID cards (e-KTP). There has been growing speculation that citizens are no longer required to present their e-KTP for public services or that the photocopying of these cards has been officially banned.
Teguh Setyabudi, the Director General of Dukcapil, emphasized that the e-KTP remains the official government-issued identification card for all administrative and public service requirements. He clarified that citizens should continue to use their e-KTP whenever official identity verification is necessary, such as for hotel check-ins or other legal procedures mandated by prevailing regulations.
Addressing the concerns regarding the duplication of documents, Teguh explained that photocopying the e-KTP is still permitted, provided it is done for legitimate service needs and handled with full accountability. He stressed that any use of these documents must strictly adhere to security protocols, secure storage practices, and data privacy protections as stipulated under Law Number 24 of 2013 on Population Administration and Law Number 27 of 2022 on Personal Data Protection.
To further enhance the security of citizens’ personal information, the Directorate General of Dukcapil is committed to continuous innovation. By strengthening service mechanisms and system architectures, the agency aims to ensure that the utilization of population data remains safe, orderly, and fully protected.
Currently, the Directorate General of Dukcapil has established partnerships with approximately 7,500 institutions, spanning both government agencies and Indonesian legal entities. These collaborations facilitate secure data access and verification through advanced methods, including card readers, web services, web portals, face recognition (FR) technology, and the Digital Population Identity (IKD). Consequently, the agency is actively encouraging a transition toward electronic and digital-based verification to improve accuracy and efficiency.
In light of the recent confusion, the Directorate General of Dukcapil offered a sincere apology for previous communications that lacked sufficient clarity. The agency reaffirms its dedication to providing high-quality, efficient, and accurate population administration services, ensuring that all public services remain free of charge and fully compliant with national laws.
