Gerindra Issues Written Reprimand to Kepri DPRD Speaker for Riding Motorcycle Without Helmet

The Gerindra Party Court has issued a written reprimand to Iman Setiawan, the Chairman of the Riau Islands (Kepri) Regional House of Representatives (DPRD), following a widely circulated viral video showing him riding a Harley-Davidson motorcycle without a helmet.

This disciplinary measure was announced during an open session of the Gerindra Party Honorary Council, held on Friday, May 15, at the party’s Central Executive Board (DPP) courtroom in Pasar Minggu, South Jakarta.

M. Maulana Bungaran, who presided over the session, formally read out the verdict, stating, “A written reprimand is hereby issued to Brother Iman Sutiawan, a member of the Gerindra Party Faction in the Riau Islands Provincial DPRD.” Maulana further elaborated that the “Gerindra Party Honorary Council conducted a thorough examination of Brother Iman Sutiawan, a member of the Gerindra Party faction of the Riau Islands Provincial DPRD, whose actions of riding a motorcycle without a helmet garnered widespread media attention and went viral.”

The investigation by the Gerindra Honorary Council, culminating in decision number 05-003/PTS/MK.Gerindra/2026, found Iman Setiawan guilty of violating several articles within the party’s Articles of Association and Bylaws (AD/ART). These include Article 16 paragraph 2 AD, which mandates upholding the party’s name and honor; Article 16 paragraph 3 AD, concerning adherence to the AD/ART and all applicable party regulations; and Article 67 paragraph 5 AD, pertaining to the cadre’s oath to uphold party ideology, discipline, and to safeguard the party’s honor, dignity, and cohesion.

Maulana unequivocally concluded that “Brother Iman Sutiawan, as a Gerindra Party cadre, has been unequivocally proven to have violated the fundamental Articles of Association and Bylaws of the Gerindra Party.”

The controversy first erupted when a video of Iman Sutiawan riding a Harley-Davidson FXDR with license plate BP 6215 VF, conspicuously without a helmet, circulated extensively across social media platforms. The footage showed him traversing various major thoroughfares in Batam, sparking public outrage and questions regarding official conduct.

Responding swiftly to the public outcry and visible traffic infringements, the Barelang Police Traffic Unit issued a traffic citation to Iman Sutiawan on the very day the video went viral. He was fined Rp 500,000 for two distinct violations: failing to wear a helmet and being unable to produce a valid driving license.
