During the proceedings, Gerungan, widely known as Noel, expressed remorse for his actions, admitting to receiving a substantial gratification package. This included Rp 3.36 billion and a Ducati motorcycle, both linked to an alleged extortion scheme involving the processing of Occupational Safety and Health (K3) certificates. Noel stated that his involvement stemmed from merely “helping” and receiving rewards from Irvian Bobby Mahendro, who served as the Coordinator for Institutional and Personnel K3 at the Ministry of Manpower from 2022 to 2025.

Highlighting his defense, Noel quoted, “I have a habit of helping people, so it’s difficult when someone asks for help, I always help.” He further asserted that the gratification money remained untouched and that he never explicitly requested the Ducati Scrambler motorcycle, claiming it was an initiative solely from Bobby. Despite these claims, Noel conveyed his apologies and deep sense of guilt for his actions.

Interestingly, while Noel presented his defense, Irvian Bobby, his co-defendant, reportedly chose a contrasting path, opting to consistently expose the truth during the corruption trial. Meanwhile, the former Deputy Minister also maintained that he was unaware of any obligation to report such gratification to the Corruption Eradication Commission (KPK), explaining his failure to disclose the received assets to the anti-graft institution. “I didn’t understand, that’s why I deeply regret what happened,” he added, emphasizing his ignorance.

The former Deputy Minister Noel faces severe charges of alleged extortion in the handling of K3 certificates within the Ministry of Manpower, alongside accepting gratification during his 2024–2025 tenure. Specifically, he is accused of extorting K3 certification applicants for a staggering Rp 6.52 billion and receiving additional gratification. This extensive extortion scheme was allegedly perpetrated in collaboration with ten other defendants, namely Temurila, Miki Mahfud, Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro Putro, Sekarsari Kartika Putri, Anitasari Kusumawati, and Supriadi.

Among the victims of this alleged K3 certification fraud were numerous applicants, including Fanny Fania Octapiani, Fransisca Xaveriana, Grhadini Lukitasari Tasya, Intan Fitria Permatasari, Muhammad Deny, Nicken Ayu Wulandari, Nur Aisyah Astuti, Octavia Voni Andari, Shalsabila Salu, and Sri Enggarwati. The detailed distribution of the extorted funds reveals that the alleged scheme primarily benefited the co-defendants, with Noel reportedly gaining Rp 70 million.

Other key beneficiaries from the extortion included Fahrurozi with Rp 270.95 million; Hery, Gerry, and Sekarsari each receiving Rp 652.24 million; Subhan and Anitasari each benefiting by Rp 326.12 million; Bobby allegedly pocketing Rp 978.35 million; and Supriadi receiving Rp 294.06 million. Furthermore, the illicit gains also extended to Haiyani Rumondang (Rp 381.28 million), Sunardi Manampiar Sinaga (Rp 288.17 million), Chairul Fadhly Harahap (Rp 37.94 million), Ida Rochmawati (Rp 652.24 million), and Fitriana Bani Gunaharti and Nila Pratiwi Ichsan, each with Rp 326.12 million.

Beyond the extorted sums, the gratification Noel is accused of receiving includes Rp 3.36 billion in cash and a dark blue Ducati Scrambler motorcycle. These alleged gifts were reportedly provided by civil servants within the Ministry of Manpower and other private entities throughout his term as Deputy Minister. Such revelations have fueled public discussion, particularly after former Deputy Minister Noel indicated the potential involvement of political parties in the K3 certification extortion, hinting at a wider network of complicity.

For his alleged actions, the former Deputy Minister faces severe criminal penalties under Article 12 letter e or Article 12 letter b and Article 12 B juncto Article 18 of Law Number 31 Year 1999 concerning the Eradication of Criminal Acts of Corruption, as amended and supplemented by Law 20 Year 2001 Jo Article 20 letter c Jo Article 127 paragraph (1) of the National Criminal Code.
