This urgent appeal was presented by the Indonesian Non-ASN Non-Database Alliance (ANANDA) during a recent audience with officials from the Presidential Staff Office (KSP) at the State Palace.
Ikhsan Heriyanto, Chairman of ANANDA, emphasized that the meeting with KSP was a critical step in their broader effort to secure government regulations designed to safeguard the future of the overlooked non-database contract workers. “We, the marginalized, seek government regulation. Not all non-database contract workers are newcomers; many have served for a long time but were never registered in the BKN (National Civil Service Agency) database,” Ikhsan Heriyanto told JPNN on Sunday (May 3).
Non-Database Contract Workers Not Included in PPPK & Part-Time PPPK Meet KemenPANRB, Positive Signal
During the KSP meeting, Ikhsan revealed that ANANDA presented the aspirations of non-database BKN contract workers. A key demand was the re-registration of non-ASN employees who were unable to participate in the 2024 PPPK selection process due to various eligibility issues.
“Many contract workers or non-ASN employees, whether listed in the BKN database or not, have genuinely worked in government agencies for over two years but were unable to join the 2024 PPPK selection,” Ikhsan explained. He elaborated that this situation severely disadvantages contract workers, preventing them from competing due to systemic obstacles and stringent requirements.
Non-Database BKN Contract Workers Who Failed Part-Time PPPK Asked to Be Patient
ANANDA’s subsequent request was for the KSP to act as a bridge, connecting non-database BKN contract workers with President Prabowo Subianto and the Ministry of Administrative and Bureaucratic Reform (KemenPAN-RB) to forge the best possible solution for their inclusion and protection.
“We hope that no non-ASN personnel will face layoffs or dismissal as a result of Law No. 1 of 2022 concerning Central and Regional Government Financial Relations (UU HKPD),” he stated. This law, enacted on January 5, 2022, has become a powerful tool for local governments to dismiss contract workers and non-ASN employees, with PPPK and part-time PPPK also falling under scrutiny due to the 30 percent employee spending provision.

Ikhsan reported that the KSP’s response to the audioconference was positive. The KSP even asked ANANDA to provide the precise number of contract workers who have yet to be accommodated in the 2024 PPPK recruitment drive. “Alhamdulillah, ANANDA’s input was well-received by the KSP. We have been asked to submit the real count of remaining contract workers who have not yet been recruited into PPPK,” he affirmed.
He expressed hope for a direct memo from President Prabowo Subianto regarding the fate of these unrecruited contract workers, emphasizing that only the President holds the authority to provide a definitive solution. “Like it or not, these non-database BKN contract workers are still employed today.
