The emphasis on localized strategies came as Tri officially inaugurated Hermina Ewenkos as the new Chairperson of TP PKK and Head of the Posyandu Guidance Team for South Papua Province. Tri firmly stated that a one-size-fits-all approach to regional programs is ineffective. Addressing the significant geographical challenges prevalent in Papua, she advocated for strategies that leverage local potential, indigenous wisdom, and robust community solidarity as the cornerstones of family-based development.
“Adaptation, innovation, and courage are essential to design truly contextual programs that directly address community needs and can reach areas that have historically been underserved,” Tri asserted. She further encouraged stronger cross-regional collaboration among various government bodies, from the initial planning and budgeting stages through to program implementation, to ensure effective impact at the village and sub-district levels.
Tri also highlighted a pressing issue: South Papua Province has yet to submit an application for Posyandu registration numbers to the Ministry of Home Affairs (Kemendagri). She stressed the urgency of this matter to ensure optimal guidance and national integration of these vital health posts. Tri elaborated that Posyandu units have undergone a significant transformation, now serving as centers for basic services, as stipulated by Ministerial Regulation (Permendagri) Number 13 of 2024.
Under this new regulation, Posyandu units are mandated to address six Minimum Service Standards (SPM): education, health, public works, public housing, public order and security, community protection, and social affairs. This expanded role solidifies their position as crucial hubs for comprehensive community support. During the event, Tri extended her heartfelt congratulations to Hermina Ewenkos, acknowledging the profound trust placed in her new leadership.
She emphasized that Hermina’s role is strategically vital for mobilizing family empowerment initiatives and delivering essential services down to the grassroots, reaching even the lowest administrative levels. “This mandate is not merely an honor but a strategic responsibility to drive family empowerment and fundamental community services to the deepest levels of society,” Tri stated. She further clarified that the inauguration aligns with Presidential Regulation (Perpres) Number 99 of 2017, which designates PKK as a strategic government partner in family-based development.
This mandate is further reinforced by Ministerial Regulation (Permendagri) Number 36 of 2020, which governs the national operational framework of the PKK movement. Tri reiterated the importance of sustaining and expanding successful practices while fostering the creation of simple, impactful program innovations. These include initiatives aimed at improving family nutrition, bolstering household economies, and effectively utilizing local food resources.
Concluding her address, Tri called upon all stakeholders to commit to strengthening the institutional frameworks of PKK and Posyandu, enhancing the capabilities of their cadres, and forging robust cross-sector synergies.
