
jpnn.com, JAKARTA – Forensic psychology expert Reza Indragiri Amriel has issued a strong caution, emphasizing that individuals are prone to committing more severe offenses if their previous egregious actions are not intercepted by others. This vital observation comes as Reza addresses the concerning case of alleged harassment involving 16 male students targeting a female student at the prestigious University of Indonesia (UI).
“The propensity for human misconduct tends to escalate significantly when it is not intercepted,” Reza informed media personnel on Friday (17/4). He offered a compelling example, illustrating how individuals who initially engage in indirect sexual jokes could progressively transform into perpetrators of overt physical harassment if their behavior remains unchecked.
“Those who, today, merely engage in indirect suggestive remarks, with victims not immediately present, could very well, by tomorrow, evolve into individuals committing more direct and frontal physical harassment,” Reza asserted.
Despite the severity of the allegations, Reza opined that the case involving the 16 students at UI might not be prosecutable under the existing Information and Electronic Transactions (ITE) Law. He explained that the alleged harassment transpired within a private communication space, specifically a messaging group among students.
“When we discuss legal matters, all actions must be predicated on a legal framework. As I mentioned, if the legal basis is the ITE Law, I believe its elements are not met here because the incident occurred in a private sphere,” he elaborated.

In contrast, criminologist Adrianus Meliala believes that some perpetrators in the UI harassment incident could indeed face criminal charges. “It is possible to categorize which cases fall under legal jurisdiction, which are purely ethical matters, or which encompass both,” Adrianus stated via a messaging service on Friday.
According to Adrianus, the legal enforcement against those involved in the UI harassment case hinges significantly on the nature of the acts committed. This includes discerning whether the actions were merely verbal, cyber-related, or escalated to physical contact.
“These dimensions, I believe, serve as crucial differentiators that can influence whether the Criminal Code (KUHP), the Sexual Violence Law (TPKS), or merely internal ethical guidelines should be applied,” Adrianus explained.
